Pastor Ruth Thomas has been the Pastor of the City of Refuge Apostolic Church since its inception. She is determined to continue to lead this alive and active ministry based in the heart of Ocala, Florida.

God has given Pastor Thomas a tremendous mandate and has equipped her to lead the members who come from all walks of life and represent nations around the globe. It is Pastor Thomas’ mission to seek and win the lost and to perfect the saints.
